<VV> (Late model ?) bumper guards - lower edge bracket proposal

The top of the guards are bolted with a bolt through the bumper - the
bottom of the guards are attached to a bracket that is clamped around
the bottom of the bumper. Ergo, there is one hole that must be drilled
in the bumper for each guard.
