<VV> Concerns on 889 cam.

I am planning on switching cams on my 67 cpe. with 140 HP engine. Changing from 304 to 889 as I don't rev my engine over 3,600 rpm (usually) but would like more low and mid range torque, my concerns are:

1.- Do it need the 4 degrees retarded crank ? (manual transmission).

2.- The good used 889 cam I have, shows lifts from 0.249" to 0.253"... is it still a good one for street/road use or, should I get a new one ?
