That strap is a problem FAR more frequently than it should be. Worse than the horrid red plastic thingy. <G>
Add a dedicated ground wire, from the dash ground to the chassis ground, and never worry about it again! Make sure it's long enough to connect it with the dash in or out.

There is a flat strip that is hard against the plastic backing of the dash
that drops down from the back of the gauge cluster on the right side of the
steering column to the first bottom dash screw to the right of the
steering column (the screw points up and is one of the ones that secures the
dash
to the dash frame).
