Uh, No - unless your region has no dues. Which is possible, I guess. 
 
SCCA web site says: 
 The cost of your SCCA membership is comprised of $65 national dues  plus 
Region dues ranging from $0 - $25. 
 
My region, San Francisco, is one of the largest regions. Our local dues are 
 the full-boat $25. Making my SCCA dues $90/year. Payable to the National, 
with  the $25 rebated to the region.
 
I am not complaining, but is it worth twice as much as my Corsa  National 
dues would be? Well, I guess it is worth the money, a while ago  I received 
my 30 year member pin and hat! (Oh Joy!)  vs. 36 years with  Corsa.
