Sometime the board acts by saying No to ideas but then we get told we are 
indecisive because we did not follow whomever's idea.

I don't think the board has been indecisive on this issue. Rather, the board 
has declined to make CORSA membership mandatory for many of the reasons 
stated previously.

The board has followed the premise that encouragement to the chapters to 
require membership is preferred.  I am sorry if you dislike that decision.
