Maybe the reason CORSA doesn't have 100% membership from the local Corvair club members is too many Corvair owners don't feel it's worth it or just don't like being told what they have to do. Corvair people seem to be an independent group. 

Instead of CORSA demanding 100% membership, they need to look inward at themselves and look at how they can improve their package. CORSA needs to elevate themselves to a point where the Corvair owner sees CORSA as a tremendous benefit in belonging to the organization instead of being told that you have to.
