My Parents had a 62 4 door.  Their first "New" car.  Dad recently told me that it didnt have seat belts until his employer provided them.  They insisted that all "Company" cars (he had a 61 Chevy) have belts and also provided them, at no charge, for employees personal vehicles.  He worked for that Tobacco company for 35 plus years.

No, not as standard equipment.  '62 Corvairs did, for the first time,  come 
from the factory with mounting holes drilled in the floors for the  
installation of lap belts for front, outboard positions.  Thus, little  plugs found 
under the carpet or rubber mat could be popped out and optional seat  belts 
easily bolted in for the driver and one front passenger.  Some states  
began requiring this front lap belt mounting provision for cars beginning with  
the 1962 model year.  I know, for instance, that Ohio did.
