<VV> Flat Towing in Conneticut

  I just inquired of the Connecticut DMV about towing a car. They said if any tires of the towed vehicle are on the ground (tow bar, tow dolly) you must have a Transfer Plate. They also said towing a trailer is not allowed on two of their highways. I am checking about restrictions with NY, Ohio,  and Penn. as I will be passing through those states as well.
