I have a spot weld cutter that works very well. It has a 1/8" drill in the  
end of a round tip milling cutter. You simply drill through the spot weld 
with  the 1/8" drill bit, and rock the cutter side to side and all around. If 
you  are using the top piece of body panel, you get a 3/8" hole in he panel 
to  weld back into place. If you are using the bottom panel, you have a 
1/8"  hole. Visit your local body shop for ideas.
