Uh, Bill, maybe not.  I've jump started a car with the battery  
disconnected.  I've jumped some with a D-E-A-D battery that wouldn't  
hold a charge for more than ten minutes.  Assuming the existing  
battery isn't shorting internally, a few minutes of being connected  
will generally put enough charge in a flat battery that you can crank  
the engine.  But it won't even click without the cables.
