<VV> Tire circle thing

After giving this some thought I believe the circles are not for radial slipage identification but to help the tire installer to mount the directional tread tire on the correct side out. Two circles in, and two the opposite side of rims for both sides of cars. I have also noticed  this pattern on cars in the past but never gave it much thought intill this thread. What do you think?
