Which idle speed screw is set first? Is the carb connected to the
cross rod (with the throttle held full open at the cross rod)?

It doesn't really matter Steve. As long as one carb (or both) is
disconnected from the cross shaft, you will be able to set the idle screws
independently. I think it is easier to disconnect the left side link, because that
is where the adjustment is. The proper procedure is to adjust both speed
screws based on the Unisyn - or other flow-measuring device. You want the
same flow through both primary carbs. When you have the flow equal, you will
have to adjust both idle speed screws the same amount to vary the idle speed.
After that - and the mixtures set - only then adjust the left-side link to
take the slack out of the linkage - without pulling or pushing either carb
any further open. Remember the cross-shaft pulls one side and pushes the
other. If you try to adjust the idle speed with the linkage still connected,
as you push one throttle shaft open with the screw, it is pushing the
other side closed.
