Another problem can be out of round tires. A tire that is square can be
in balance but certainly not go down the road very well. Remember
Corvairs were originally designed to only have 16 pounds of air in the
front tires. Try dropping the front tire pressure and see if the shimmy
goes away. The steering will be stiffer at low pressure but it might
just work. If you have ever taken your Vair to a quickie lube shop,
they will put 30 pounds of air in all your tires!
