Since most people apply the foot brake and then pull the e-brake handle
up, it might not be the e-brake at all.  You might need new return
springs on the shoes or new rubber hoses.  I've had several Corvairs
with plugged hoses.  The hoses collapse internally and plug up the I.D.
They will pass fluid under brake pressure but won't allow it to flow
back out under return spring pressure.
