What's the definition of a "classic?"

The law is written to remove cars let out in the open. I doubt that it is targeting restored "classic" as they are usually inside. If the "true junkers" are all crushed, what happens to the ability of finding replacement parts for the "classics?"

There was a local incident a few years ago where the government actually came onto private property to remove "true junk" vehicles stored outside while the owner was not home. How many constitutional violations in that? Where were the demonstrations and legal actions?
