<VV> mandatory Corsa memberships for local chapter members

I think the proposal to mandate Corsa membership for all members of local  
Corsa chapters is a splendid idea, particularly in view of the fact that Corsa  
provides insurance for local chapter events.  This is long overdue in my  
opinion.
