I cannot give the reason for the change, I can only point out that 
change was an ongoing thing within the realm of General Motors' parts 
listings.  Not a lot of hobbyists are aware, but GM published a 
series of books called "Parts History," just to track group and part 
numbers, their availability, deletions, supersessions, and so on.  I 
could look up this particular revision, but my Parts History books 
are 65 miles away from where I am sitting...
