<VV> PG advice needed

Guys & Gals,
I have a problem with my powerglide - and need some advice.

The history:
I have had this car for 5 or 6 years - mostly doing daily driver duty.
The trans has never been a problem - except if put into low, then drive
- it will not upshift until it first goes into neutral.  This isn't
normally a problem.  Also, I have never emptied & refilled it - but the
fluid was always been red & clean.
I had to replace the engine this past summer.  I also replaced the
torque converter seal - I can't positively say that I greased the lips,
though - but I think I did.

Lately the car would occasionally fail to upshift - but always did if
shifted into neutral than back into drive.  Last night it became much
worse - it might pop into second for a few seconds, then drop back into
first.  Also, it is pumping out oil like a leaking tanker.  I suspect
the seal may have failed - although I haven't been able to check
underneath yet.  It must be oil under pressure to pump out that quickly.

As for the failure to upshift - the 61 manual says:

Low band not releasing, probably due to:
A - stuck low-drive valve
B - defective governor
C - no rear pump output
D - TV valve stuck or misadjusted
E - misadjusted manual drive lever

Does anybody have any recommendations before I swap in another trans?
This is my daily driver, and I need to get it going again.
