Not exactly correct - Every E-mail list in the world is being used to  
phish for Paypal info - Trying to find anybody stupid enough  to respond to the 
Phishing e-mails. "Using" Paypal may be  expensive for a buyer or seller - 
but is not any more dangerous that any  on-line credit card usage. Responding 
to e-mail from anybody with your personal  data is the risky activity.
