And as I tried to subtly indicate, some people's eyes are more sensitive to the oncoming light - regardless of correct or incorrect aim.

  Well, either they can't see, or I can't see! And as I said, if they're blinding, they're not aimed right. Extra bright headlights should put the light on the ROAD, not the other drivers' eyes!

  I think that would depend upon just who's eyes you see them through. While they may not bother your eyes, there are plenty of folks who prefer to avoid night driving because of "blinding" headlights.
