This just not true. Please see what your own reference is saying as shown
below:

to "racing," "severe duty," or any motor oils that do not carry an API
"starburst" seal or clearly state for off-road-use only.
You need to review the actual oil specifications released by the API that
the producers must meet.
Only the ILSAC oils must meet this reduced Phos rating, not the SM oils. See
the specifications. ILSAC oils are identified by the starburst. An oil with
both a Starburst and the SM must meet the ILSAC requirements. An oil without
the starburst and just the SM rating has no upper Phos spec requiremnt. Again
see the API specs and not someones' intrepretation
