Keeping in mind that nothing's illegal until you get caught, state laws (and
what people get away with) vary. I've seen cars being towed, obviously
long-distance, with "car in tow" on the back window and no current or
visible plate. Some states allow you to operate, or take the vehicle to get
registered without any plate on it. Did this when I lived in Kansas. In
general, I'd say that the east is more strict & rigid than the west.
