my experience has been 64 fans were bare. 65 fans were coated (not sure if it was paint or not- it's really tough stuff) in a very dark blueish grey, same as 64 convertible front floor heater outlets. 
i think 66 fans were the same, but cannot verfify that with documentation. some time in the later years they went back to just bare, 68-9 for sure.
