Thus the previous warning that THEY ARE NOT PARKING BRAKES, they are 
'service brakes' for when you need extra holding power in the braking 
system of an attended vehicle, such as boom trucks or when winching.  
Here the problem is easily demonstrated -- note that the subject line no 
longer says "hydraulic brake locks" but instead, "Hydraulic park-locks" 
-- this wrong headed-ness will eventually get you in trouble every time.

If the device doesn't work, it is probably worn out or you have a brake 
leak -- either fix the leak or get a new lock (and flush the brake lines 
- dirty fluid will cause excessive wear in the locks).  And the name of 
the outfit is M-I-C-O  (no "r").

Remember, THEY ARE NOT PARKING BRAKES!  They are ALWAYS to be used in 
conjunction with your manual parking brake!

 From a guy whose employee used just the Mico lock (against 
instructions) and had his tow truck roll down hill into the insurance 
adjuster's car  (following which we had 'mandatory saftey classes' for a 
year or so, conducted by said adjuster's insurance company).
