The legal definition is that it runs and moves under its own power.
They didn't say if it had to actually come to a stop.
Of course, you're right about the brakes !
In California, they don't do "safety inspections" until AFTER you crash.
I have visually checked the brakes, and was amazed to remember how BIG
they are compared to my newer cars !
Corvair drums look like they came off a truck !
One of the benefits of GM using 'off the shelf' parts ? From Chevelles,
I believe ?

OK - what is "their" definition of "operational"?
To me - it is STOP, START, RUN, MOVE, TURN.
Note - check the order in which I list the operations.
Now, if there is an inspection to pass a few more things might be on the
list - most having to do with steering linkage and lighting.
