Here in Iowa, we just go to the county Treasurer's office and nicely ask if 
they could help us find that Vin # auto and current owner.

no charge, they seem to be just nice people, like everyone else here in 
Iowa..... and remember, Iowa is just Kansas North, so maybe it works that 
way in Kansas.
