<VV> Parking brake vs shoulder belt

For the 20+ years I had Rusty, the shoulder belt vs parking brake was  
always a problem. Bad design. My mom never used the shouldr belt at  
all, because of the high location on her neck.  It's been more than  
15 years, and I don't quite remember, but I think the answer was to  
reach over the shoulder belt. I know I didn't unhook to use the  
parking brake.   -ron 65,66
