Bob: I vividly remember headrests appearing on the
1969 cars, not the 68s.
Check Mark Ellis' and Dave Newell's 1969 Corvair
Fingertip Facts, their research indicates that the
feds required them on all new cars effective Jan 1,
1969.
Of all the hundreds of 1968 Impalas, Chevelles, and
Novas I've seen, not a single one ever had headrests
on their bench seat, although it appears to have been
a popular option for the Strato-Bucket seat option for
those cars.

Possibly the order
date
was the deciding factor instead of the manufacturing
date. It was a
federal
law that affected all cars. I'll look it up tonight
after work. I
did order
mine in October '67, but the order was delayed--
"lost" they said
(they didn't
want to sell me a Corvair, kept suggesting a Camaro).
I didn't get
the car
until late March 1968. But I'm talking about the
federal law not the
cars.
I'll get back to you.
