Not exactly true...Sure a 'flip spoiler' like the Stinger style would do  
very little at low speeds. There are other designs that would give good down  
force at speeds as low as 60, maybe even 40 MPH. Now this spoiler is going to be  
a 'wing style' with multiple elements. How many hard core Corvair owners are  
going to thing that would look "cool" sitting in the parking lot?

It's my  understanding that no rear spoiler does anything until well over  
100.
