I believe Fisher did it....or GM BEFORE the front supension goes on... 
BUT

I've pulled originals..with hoses still good that Fell out.....and was 
able to twist / bend the rubber to have it slip in...

If you have your car on an overhead lift then I would think you could 
put
the tank in with the filler neck attached (as, I think, GM did).
