<VV> low compression on one cylinder

i hope you backed off on both rockers and rechecked before the  
teardown...sometimes a lifter will pump up just out of range without any  reasonable 
explanation.
my question: how normal is it for an early 61 80hp engine stock everything  
that counts to have 180 lbs on all cylinders?  sounds high to me.
