well i got it back in , i let the bottom clamp lose so it could move a bit, and then it went in , i am still not sure what was holding it from going , but , i am glade its back in , and i put the  new seal around the neck , i put all new bushings in the sway bar , now all i have to do is get some new Grade 8 bolts to put that back in , i dont want to use the old ones .
