<VV> Syncing the carbs on 110

Ok, got to the part on syncing the carbs where I'm using a piece of  
paper as a feeler gauge on the right carb idle screw.  I put the  
paper in, got it taunt - not tight, and tried to screw in the idle  
screw 1 1/2 turns (clockwise) per the Basics book.  If that means 540  
degrees (and clockwise) it ain't happening.  The screw stops at 360.   
And now....???
