18 is the edge of the scale on mine.  Note there's a little space  
after the 16.

Are you setting the timing with the vac advance connected?  While you  
shouldn't really have vac advance at idle, it is possible.  I'd  
disconnect that first and see if it still bounces around a little.   
Otherwise, it suggests something in the distributor is worn.
