Tony, the 64 heads were deemed an improvement by GM because in the 1964 press reports, the open chamber heads were described as a better design for heat dissipation. Since the 62-63 turbo head design is nearly the same as the 95 hp design, the 64 design really was a conscious departure by the designers which they continued into 65-66. I know that you have been an advocate for using the 95 hp heads in the turbo application but why suggest that GM made a bad decision if it achieved their important aim to dissipate heat? As to the 304 cam, Bob Helt has written extensively about its properties across a range of engines. The good news is that the various heads can be used across a range of corvair engines as well.
