NO NO! - It should be on the outside of the body of the needle housing. As  
installed in the carb, and with the carb top oriented as installed, the spring  
is supposed to be pulling the float up, NOT push it down. (Which is what it  
would do if placed on top of the needle seat.) If installed on top of the  
needle seat it might push the needle off of the seat (or, at least, keep it from  
fully seating) causing flooding and fuel out the top of the carb.   HMMMM?  -
