14-16??? If that's "normal", then Christine must be the MPG queen! She also has a 110/PG (185/80R13 tires) and around town with the top down, she gets 18-19 MPG. And I don't baby the throttle. On the highway with the top up she'll get 22-23 MPG. She got 27 MPG in the econorun last year in Detroit, and that was without tweaking anything. We just put the top and windows up and drove like a little old lady. (Not from Pasadena!)

Normal reported for a PG 1100 vert is only 14-16 around town....
Are the tires correct diameter for correct Odometer reading? Wheel aligment
WAY out of specs?
Is the engine in proper Tune? Dwell / Timing, Carb Jetting Float levels?
Is your fuel pressure too high?
All these things are easily checked!
