Chris,  I agree with the folks that say it is a telescoping column  based on 
the size of the locking lever and the fact that the steering wheel  seems to 
be collapsed to its low point--which is closer to the dash than a stock  
steering wheel.  Oh course to be sure you could always get in the car, move  the 
lever and pull on the steering wheel and let us  know....................
