Bullhockey!

Back in the old days when I was young and kid poor I rebuilt wheel cylinders 
many times with out removing them. The kits were cheap! That included honing 
them too! I flushed them throughly to remove the grit and had no failures. 
Obviously, it would be better to remove the cylinders but, the brake lines 
were often rusted bad enough that I could not get them loose without 
destroying them. Now days I just replace them with new ones. Actually, when 
I do a brake job I replace EVERYTHING and be done with it.
