Check out the diagrams in Clark's catalog on-line. Steering linkage can be found on page 156.

It sure sounds like you're describing the steering arms. (They are on the bottom of page 156). They are cast parts and should not wiggle at all. They are attached to the hub with locking nuts. If the nuts are loose, it could wiggle. You can tighten them from the brake side of the backing plate, through a hole in the hub.

This part bolts to the tire end with 2 bolts flat on the back threw the 
hub the brakes are attached to, makes a right angle to the tie rod 
ends.   I took a picture, but forgot the camera, maybe I will post the 
picture of the item.
