Anybody know what a phone-flow is?

This link is to an internet column by Fred. He is a writer that has
retired to Mexico and writes this column on the internet to entertain
himself and his readers and hopefully gather a little income. His
writings are sometimes off the wall, sometimes political, but always
amusing.

This particular column is about his experiences with cars in 1962 when
he was a teenager. Many of us can relate to what he writes, but it is
the first time I have ever heard a four speed being called a
"phone-flow". Is the a regional term or am I just out of the 45 year
old loop?
