Smitty says:  Steve the bracket can be slotted as suggested by others, but by doing it this way you will have security to keep it there even if the upper bolt gets loose.  Slot into the upper hole vertically and into the lower hole horrizontally.  That way you can push the upper corner of the bracket into place around the bolt and then rotate it inward around the lower bolt.  No need to remove either bolt all the way.  just loosen them enough to push the bracket behind them
