if you remove the muffler and give some quick short jabs to the gas pedal  
(warm engine) you will usually hear the whine of the exhaust blades.  if no  
whine i would suspect no spin. did the clam between the turbo and the exhaust  
housing seat ok?  if not the heat shield plate wont retract away from the  back 
of the turbine.
