The white goo in the fill pipe is condensate mixed with oil. Can be
considered normal on an engine that doesn't get hot. Has nothing to do with
the fuel pump leaking. Not saying you DON'T have a leaking pump, just this
isn't one of the symptoms.
Blowby out the PCV tube is a relitive thing. Some can be expected. If you're
killing mosquitoes, that may indicate worn rings, but you're compression
readings look good.
