The cable problem is typically a LM issue since water can sometimes enter at 
the LF backing plate attachment point.

Try unscrewing the cable from the speedo and give a quick squirt with WD40 
into the hole in the back of the speedo where the cable was removed.  See if 
that shuts it up.
