<VV> Wagon Luggage Rack Installation

I was lucky enough to acquire a NOS luggage rack for my 62 Monza  Wagon. I am 
in the midst of installing and the directions are vague. It sits on  the ribs 
of the roof. However I'm not sure where to place it from front to back.  It 
is shorter than the ribs so does in go in the middle of the ribs or farther  to 
the back? Any held would be appreciated.
