I'm not sure either, but I I'm pretty sure that the front anchors  
became standard before the belts did.  Our "new" '62 wagon had rubber  
plugs in place in the front outer anchors.  It seems perfectly  
reasonable to require belts in those anchor holes if you're going to  
venture out on a Rally or Econo Run.
