Short answer: 25.3"

Long answer: There were differences in diameters of production  
7.00-13's. The information I have lists diameters of: 25.1, 25.1,  
25.3, 25.4. This was for four Firestone tires. The Tire and Rim  
Association lists 7.00-13's as being 25.2". But, remember, this was  
just a spec, it doesn't represent actual tires. As a "par" figure, I  
use 25.3" or if you prefer fractions, 25 1/4".
