Since it started ( I assume) before you found the TC bolt problem, MAYBE
something happened that you did (or didn't replace) caused the starting
(running) issue. Like forgetting the balance tube...
Yes, goosing the pedal for cold start is still required to set the choke and
prime the carbs.
And yes, you can discharge gas from a fuel line to a container to check for
flow volume, but is a dangerous proceedure.
