<VV> Float Helper Spring Used with Ball Inlet Valve?

I've got a pair of carbs apart. Both have the ball-in-a-cage inlet valves  
(instead of the stock needle & seat). One has the float helper spring, the  
other does not. Is the helper spring used with the upgraded ball-style inlet  
valve.
